LBWID says dam armoring moves to detailed engineering as grant deadlines approach

LBWID trustees were briefed on progress for the East and West dam embankment armoring project, including recent engineering milestones and near-term grant deadlines.
The LBWID Operations Director told trustees that GKY has completed the modeling that validates the proposed armoring concept and that WRA will proceed with detailed engineering, including planning to keep the WID compound operational during construction. The director said staff are coordinating engineering details that aim to minimize disruption to ongoing operations.
On funding, staff reported that the Department of Conservation and Recreation provided an acceptance package that must be signed and returned by Oct. 24, 2024. The Operations Director said FEMA’s Hazard Mitigation Assistance (HHDP) program has requested additional information to be submitted by Nov. 22, 2024, after the federal change in reporting dates. Staff also told trustees they are exploring alternative funding sources but cautioned any new funding approaches must not restrict other potential funds.
Staff flagged community outreach as a continuing priority and asked trustees to plan for Community Information Session #5, tentatively in November, to update residents on the engineering approach and funding status. The meeting also reviewed preparations for a dam tour with the Northern Virginia Soil and Water Conservation District (NVS&WCD) board and staff scheduled Oct. 3; staff said about 16 participants are expected.
No formal action or vote was recorded on the project during the meeting. The district’s next steps are to return the DCR acceptance package by Oct. 24, provide FEMA the additional requested materials by Nov. 22, and advance detailed engineering with WRA.
