Caledonia board approves cannabis rules, park upgrades, pickleball fees and several easements

The Caledonia Village Board approved a slate of ordinances and resolutions at its March 2 meeting, including a new ordinance regulating cannabinoid and hemp-derived products, several easements related to the Turtle Creek restoration project, a contract award for Crawford Park expansion Phase 4 and an amendment to the 2026 fee schedule adding pickleball court reservation fees.
Ordinance 2026-01 created a new Title 7, Chapter 3, Section 3 governing cannabinoid and hemp-derived products; trustees complimented the drafter and staff and adopted the ordinance by voice vote.
The board approved Resolution 2026-027, authorizing the village to execute a drainage easement with Crestview Park Association as part of Turtle Creek restoration work, and later approved Resolution 2026-028, a separate easement involving multiple property owners. Resolution 2026-029 authorized a temporary access easement with Alicia and Nicole Mitchell.
On parks, the board approved Resolution 2026-030 to amend the 2026 village fee schedule to add pickleball court reservations: $5 per court per hour for residents and $7 per court per hour for nonresidents. Staff said reserved courts (south courts 5'8 of the park's eight courts) will be available by online reservation, while other courts remain first-come, first-served; tournaments and leagues will continue to require park-use agreements and board-level approval for extended reservations.
The board also approved Resolution 2026-031 awarding a contract for Crawford Park expansion Phase 4, noting the winning bid came in significantly under budget. Trustees then approved accounts payable checks totaling $836,313.78 and voted to reschedule April and November meetings to avoid election days (April 7 -> April 9; Nov. 3 -> Nov. 6).
A separate resolution related to an item placed on the closed-session agenda was laid over to the March 17 meeting at the request of counsel. Following the public portion of the meeting, the board moved into closed session to consult with legal counsel on pending litigation and building-code enforcement matters.
