Franklin approves emergency ordinance to continue solid-waste service with Scott Waste

The Franklin City Commission on a special-call meeting unanimously approved an emergency first reading of an ordinance authorizing an exclusive franchise agreement with Scott Waste and an interlocal agreement with Simpson County so solid-waste services continue when a new contract takes effect July 1.

Amanda, a city staff member who presented the item, told the commission that city and county staff have worked on the agreement for several months and that the ordinance includes emergency provisions to allow action on first reading because the contract becomes effective July 1. "This will be, a new agreement that continuing with Scott Waste for them to provide our solid solid waste services," she said.

Kathy read the ordinance as "an ordinance approving and relating to an exclusive franchisee for the collection, hauling, and disposal of municipal solid waste and the collection recyclable materials and operation of a convenience center in Simpson County, Kentucky and the city of Franklin, Kentucky," and asked for a first and second motion for approval.

Mayor Mary Dixon recorded the motion (entered in the minutes as a motion by Commissioner Powell); Commissioner Stewart seconded. Kathy conducted a roll-call vote, and Commissioners Powell, Bush, Mayor Mary Dixon, McCrary and Stewart all voted yes. Kathy announced that the ordinance passed unanimously.

Kathy also stated that ordinances become effective upon passage and publication, that the ordinance will be posted on the city's website, and that a full copy is available upon request from the city clerk during normal business hours. The mayor was authorized to sign the interlocal agreement and related documents.

The commission adjourned after completing the single scheduled item.
