Kevin McCardell was elected president of the Mitchell City Council and Tim Goldhammer was elected vice president during the board's opening session. Both nominations were moved, seconded and carried by voice vote.
The council approved its consent agenda and several staff-recommended purchases and agreements. Staff reported that an ice-arena renovation requires plan modifications after the architect and contractor found an incorrectly built adjoining wall; the change pushes substantial completion to about September 2027 and increases costs by roughly $27,000, according to staff. The council approved the consent agenda items as presented.
Council voted to purchase a dump truck via Sourcewell and I State Truck Center: a chassis for $121,592 and a combo dump-body/sander for $166,489, for a total of $288,081. Staff said the equipment was budgeted for 2025 but that availability required an outside builder; the excess cost will be covered from water-fund reserves.
The council approved an application form for the city's property cleanup incentive program (the program was adopted in January 2026). Staff clarified applicants must complete required improvements within 24 months of cleanup and staff will hold reimbursement until the conditions and the required assessed-value increase are verified.
Council approved a set of developer agreements tied to tax increment financing (TIF) projects. Members approved developer agreement A 2026-42 for TID No. 46 (the Legacy Point affordable-housing project) and A 2026-43 for TID No. 47 (the John Adama renovation project). Staff described those documents as standard forms with minor certification-language updates.
The council also approved a purchase agreement for property at 1020 South Kimball (purchase price $113,213.75); adjacent owners agreed to contribute about $56,000 toward the project. The site will be used for a detention pond to alleviate localized flooding. Council approved purchase of 320 West 13th for the 13th Avenue lift-station project at a listed price of $150,000; staff said acquiring the adjacent parcel would limit impacts to private property and improve maintenance access.
A resolution dissolving TIF No. 8 (Highland Conference Center) was approved; staff said the district produced roughly $11,062,130 in increased assessed value since its creation in 2006 and those parcels will return to the tax rolls.
The meeting moved into executive session later in the agenda on a motion citing SDCL 1-25-2.3 (consultation with legal counsel) and SDCL 19-19-5.02 (attorney-client communications).
