Williston’s credit rating stabilizes; commission adopts updated fire inspection and ambulance billing schedules

Finance Director Hercules Cummings told the commission on Jan. 14 that S&P Global revised the city’s long‑term rating to A+ stable from an A+ negative outlook, crediting improved management practices, more robust monthly reporting and a revamped 2025 budget format. Cummings noted the city maintains policies governing debt, investments and a 15% general fund reserve goal, and that voters extended the public safety sales tax to 2035.
Separately, Fire Chief Matt Clark presented a stakeholder review of the Fire Department’s inspection and emergency medical call billing. The commission adopted Resolution 25‑001 to revise the 2025 fire prevention inspection fee schedule; the new approach eliminates routine annual inspection fees, allows one free follow‑up visit after an inspection and sets a revised rate schedule. Commissioners also adopted Resolution 25‑002 updating the 2025 billable rate schedule for emergency medical calls; Clark said the schedule had not been adjusted since 2022 and that staff will coordinate Township billing updates.
Commissioners thanked staff for the credit‑rating work and approved both resolutions by roll call vote. Finance staff indicated they will coordinate with townships on ambulance billing and monitor enterprise impacts of fee changes.
