Williston commissioners approve rezoning and preliminary plat for Williston Square subdivision

The Williston Board of City Commissioners voted 5-0 on Aug. 27 to rezone Lot 15 of the Williston Square Subdivision from R-2 (single-family, twinhome and duplex) to R-1 (single-family) and to approve a preliminary subdivision plat that rearranges Lots 12 and 15 to allow phased residential development.
City Planner Kent Jarcik told the commission the rezoning will prevent split zoning as the subdivision moves forward and aligns the parcel layout with a recently approved special permitted use for a nearby elementary school. The preliminary plat divides the property into three blocks: Block 1 (four residential lots), Block 2 (14 residential lots plus Lot 15 as open space/drainage), and Block 3 (a 14.34-acre lot reserved for a potential future grocery site that is not being rezoned at this time). Phase I covers Lots 1–4 of Block 1 and Lots 1–14 of Block 2; Phase II includes Lot 16 and longer-term connections to 13th Street West and 29th Avenue West.
Commissioner Tate Cymbaluk moved approval of both the rezoning and the preliminary plat; Commissioner Brad Bekkedahl seconded both motions. The commission’s approval of the plat is conditioned on a fully executed purchase agreement between the city and Black Diamond Housing and final approval by the city’s legal counsel, per the motion.
Jarcik said the developer will construct Phase I streets to city standards within a 64-foot right-of-way and extend water and sewer from 33rd Street West for Phase I; Phase II utility connections are planned from 13th Street West and 29th Avenue West. Lot 15 will be designated as an open-space/drainage easement and not available for building in Phase I.
The commission’s action advances the city’s stated goal of enabling additional single-family residential development while preserving drainage and potential commercial land for later phases. The next procedural step is execution of the purchase agreement and legal review before final plat recording.
