Lunenburg County Electoral Board completes canvass of April 21 special election, certifies provisional ballots

The Lunenburg County Electoral Board met April 22, 2026, to begin the canvass of votes cast in the April 21 special election and reconvened April 27 to adjudicate provisional ballots and finalize the count.
Chairman Donna Dagner called the April 22 session to order at 9:30 a.m. The board — the Vice Chairman, Secretary Oliver Wright, the general registrar and the deputy registrar — sorted precinct envelopes, inspected results tapes to confirm the reported election-night totals, checked statements of results for accuracy, and boxed and sealed the envelopes for delivery to the Clerk of Court. After completing those preliminary canvass steps, the board recessed and scheduled a reconvening for April 27 to adjudicate provisional ballots and complete the final documentation.
The board reconvened at 1:15 p.m. on April 27. There was a motion and a second to go into a limited executive session for the sole purpose of adjudicating provisional ballots in accordance with Code of Virginia §24.2-653.01(B); the motion passed. Following the adjudication, the board moved and seconded to return to public session and certified by signature that only the validity of provisional ballots had been discussed in the limited executive session.
Provisional ballots judged to be acceptable were removed from their envelopes and scanned using the jurisdiction’s DS 300 scanner; the results were recorded on the election Statement of Results. The board submitted the results to the State Department of Elections, which approved them. The abstract of votes was prepared and signed by board members; copies were certified as true by Secretary Oliver Wright. The board adjourned at 2:45 p.m. on April 27.
The minutes note the procedures followed (sorting, tape inspection, provisional-ballot adjudication, scanning and submission) but do not specify the number of provisional ballots accepted or the detailed vote tallies; those figures are contained in the certified Statement of Results and abstract filed with the Clerk and the State Department of Elections.
