Perry Co. 32 board approves building CSIP plans, emphasizes 'tier 1' instruction

The Perry County 32 Board of Education on Tuesday approved the district's Comprehensive School Improvement Plans (CSIPs) for each building after administrators outlined strategies aimed at strengthening classroom instruction and student outcomes.
Administrators told the board they would prioritize Tier 1 instruction—the universal classroom practices intended to meet about 80%–90% of student needs—while using targeted Tier 2 and Tier 3 interventions for smaller groups. "Tier 1 is applicable. It works for 80 to 90 percent of our students, at least it should when we do it well," a career-center presenter said during the discussion.
Presenters from the career center, high school, middle school and elementary schools described several concrete steps: identifying essential standards for every core course, aligning common formative assessments (CFAs) to those standards, breaking high-stakes End-of-Course (EOC) testing into class-period sessions rather than multi-hour gym sittings, and realigning master schedules so department teams have common planning time. The middle school presentation emphasized using the MPI/NPI metric as a single indicator to track progress and set a measurable goal of roughly a 10-point annual increase per student group.
District staff also described career-and-technical education goals, including a target that 80% of CTE completers earn an industry-recognized credential or two stackable credentials. "Our goal is we want 80% of our CTE completers to earn either an industry recognized credential," a career-center presenter said, adding the center will use targeted lessons and repeated assessments to raise student achievement.
Board members asked for clarifications about grading, dual credit enrollment and pilot programs. Administrators said the district has revised report cards to better reflect standards-based grading and will provide enrollment numbers for dual-credit offerings on request.
A motion to approve the building CSIP plans was made and seconded; the motion passed by voice vote. The board did not alter the plans at the meeting and asked administrators to move forward with implementation and report back as milestones are reached.
Next steps: administrators will provide attendance on implementation milestones and student-performance indicators at future board meetings, and the board scheduled the MSBA policy packet for discussion at a later meeting to allow administrators additional review time.
