AMSCO says road approval for Stillings Grant Block G is near as Army Corps and DES continue reviews

Scott Grant opened the agenda item for AMSCO’s subdivision in Stillings Grant, and Alec Tarberry provided a detailed update on Block G’s progress.
Alec Tarberry said he was ‘‘close to completion’’ with the town’s consulting engineer on roadway approval and expected bond estimate material from Rotten Rock within days. He added that permitting work with the state has been slow, describing repeated cycles of submitting information to DES and the U.S. Army Corps of Engineers and then receiving additional requests: "We are just in this kind of loop. We are trying to get on the phone and put it to bed." He also said the Army Corps’ contact is Richard Kristoff ("Rick").
Tarberry confirmed AMSCO had completed a wildlife study to check for evidence of Canadian lynx as requested by regulators and said vernal-pool evaluations had already been provided in prior submissions. Board member David Shedd cautioned that missing vernal-pool surveys in the coming month could delay work another year; Tarberry said the team had already resubmitted needed information.
Burr Phillips, the town’s consulting engineer, said only ‘‘an hour’s worth of changes’’ remained before roadway plans could be complete and reminded the board that the developers may post a bond to secure final approval. Phillips recommended that the developer present any materials at the April 21 work session if available and otherwise return on May 4.
The board voted to continue the AMSCO application to the May 4, 2026 meeting.
