Troy council approves claims, business licenses and hears project updates; bridge closure raises emergency-access concern

The Troy City Council on Nov. 17 approved payment of city claims, multiple business licenses and several routine administrative items, and received project and departmental updates including sewer and water work timelines.
Council voted unanimously to pay outstanding claims — including a Larson Lumber bill related to mill work — after a motion by Councilmember Jesse Haag and a second from Councilmember Scott Hoffman. The council also approved minutes for multiple prior meetings following a motion by Councilmember Jamie Shupe and a second by Councilmember Shawna Kelsey.
Under business licenses, the council approved a license for CDI Serving Lincoln Co. (operating through Head Start) after a motion by Councilmember Kelsey and a second by Councilmember Haag. The council also approved a home-based license for Powell Industries LLC; the applicant, Tyler Powell, was not present and Mayor TJ Boswell presented the item. Motions for both licenses passed unanimously.
On infrastructure, council members reported that sewer work is expected in the first or second week of December with a tie-in in January–March depending on weather, and that two low bids were received for a water project with staff set to meet contractors and recommend an award; work is expected to begin in spring. Council noted public suggestions for additional fire hydrants at the Dollar General site and near new home construction, and directed Ward to compile potential locations for review.
Department reports included a Mayor’s Office note that Jayme started as deputy clerk; Police Department remarks that Officer Smith is attending DUI training and that a donor coordinated with Angel Armor will cover new vests for the department; and Power Department reports that windstorms and rain caused recent outages, a BABA waiver has not been denied but more information was requested, and meter approvals remain pending.
Council members pledged $100 each toward a community Turkey Giveaway with a funding deadline of Nov. 20 and noted the 'Shop with a Cop' event scheduled for Dec. 11. During final items, council discussed community events and repairs and were told the bridge will be closed for up to eight nights starting in March/April for up to six hours per night; officials flagged that emergency vehicles might not be able to pass and scheduled a meeting the next day to address extrication plans.
Jamie Shupe moved to adjourn at 7:54 p.m., Scott Hoffman seconded, and the motion carried unanimously.
