Troy council notes 4% BPA electrical increase; water and sewer projects to proceed

At a brief Oct. 6 work meeting, the Troy City Council reviewed progress on local utility projects and was informed the BPA Provider of Choice contract includes a 4% increase in electrical rates, a change staff said will require the city to raise local rates.
The council heard that the sewer project has entered a sludge-hauling phase that officials expect to finish by the end of the year. Staff also reported that the water project will require flowable/structural fill and that related work will be put out to bid soon.
Council members were told the BPA contract is standard and contains no substantive changes from the prior agreement, but that the electric-rate component will increase by 4 percent. The minutes state that the city will need to adjust its rates to remain financially on track; Clay Campbell will prepare updated numbers for the council. The council plans to vote on the BPA Provider of Choice contract at the next regular council meeting.
On policy matters, a participant identified as Ward indicated he had no substantive changes to the water/sewer policy, while Council member Jamie Shupe asked for clarifying language to make the policy and customer paperwork easier to understand.
No formal motions or votes were taken during the work meeting. The items on utilities and the BPA contract were informational and scheduled for formal action at the regular meeting.
