Troy council approves claims, business license for home-based repair shop and vault upgrade; tables website hosting

Troy City Council President Shawna Kelsey convened the council at 7:00 p.m. on Sept. 15, 2025. The council recorded four members present and handled a set of routine business items, including several motions that passed unanimously.
The council approved payment of claims following discussion of a cancelled and reapproved check; Scott Hoffman moved to approve and Jamie Shupe seconded. Council members voted, "All in favor," and the motion carried.
During business license reviews, the council tabled PNS Roofing (applicant Daniel Pattie) because the applicant was not present; Jamie Shupe moved to table and Scott Hoffman seconded. The council also tabled Pop N Sweet Cakes (applicant Tanya Nash) with a caveat: the item will remain tabled but the clerk may issue a three-day temporary business license if the applicant contacts the office; Jesse Haag moved and Jamie Shupe seconded that action. The council approved the license for Friends Helping Friends, a small home-based auto repair operation presented by Dennis Hedge, on a motion by Jesse Haag seconded by Scott Hoffman.
The council approved a $1,155 vault maintenance and combination upgrade, to be split among four departments from the maintenance budget line; Scott Hoffman moved to approve and Jesse Haag seconded.
A motion to table a website and email hosting quote from All Systems Go for $195 per quarter passed unanimously after questions about email volumes and possible cancellation issues with the current host.
The meeting closed with a motion to adjourn at 8:11 p.m., made by Jamie Shupe and seconded by Scott Hoffman; the motion carried.
