Troy council unanimously approves four routine fiscal resolutions in brief Sept. 11 special meeting

Troy City Council members met in a seven-minute special session on Sept. 11, 2025, and unanimously approved four routine fiscal measures, the council said. Mayor TJ Boswell called the meeting to order at 6:52 p.m.; the session adjourned at 6:59 p.m.
The council adopted Resolution No. 2025-853 to levy an assessment for sprinkling and oiling, a charge that is renewed annually. The packet notes a revenue rate of $0.40 per linear foot. The motion to approve was made by Council President Shawna Kelsey and seconded by Councilmember Jesse Haag, and was recorded as "All in favor. Motion Carried."
Council also approved Resolution No. 2025-854 to set the property tax mills for the taxable year. According to the action recorded, the mill rate itself was left unchanged while changes in assessed values produced roughly a 2% increase in levy revenue. Shawna Kelsey moved the measure; Scott Hoffman seconded. The vote was recorded as unanimous.
The body passed Resolution No. 2025-855 adopting annual appropriations for the city; Councilmember Scott Hoffman moved the resolution and Shawna Kelsey seconded. The council then approved Resolution No. 2025-856 setting salaries and wages for the fiscal year running July 15, 2025, through June 30, 2026; the measure notes wages will follow collective bargaining agreements. That motion was made by Jamie Shupe and seconded by Jesse Haag. Both measures were recorded as "All in favor. Motion Carried."
During the meeting's public-comment portion (non-agenda items), resident Paul Olsen asked whether a tanker being rented to the Forest Service generates revenue for the city. Mayor TJ Boswell said the tanker belongs to the Rural Fire Department and is not associated with the city.
The council's attendance was recorded as Mayor TJ Boswell; Councilmembers Scott Hoffman, Jesse Haag, Jamie Shupe and Shawna Kelsey; and Interim Clerk Jamie Campbell. The meeting was brief and procedural, focused on routine fiscal housekeeping and closed with a unanimous motion to adjourn at 6:59 p.m.
