Bogue council adopts Pamlico Sound hazard mitigation plan, approves county debris MOU and routine budget and certification items

The Bogue Town Council unanimously adopted the Pamlico Sound Regional Hazard Mitigation Plan to preserve FEMA eligibility, approved a municipal certification for NCDOT speed-limit concurrence, adopted a budget amendment, and approved an interlocal debris-removal MOU with Carteret County; the council also met in closed session for attorney–client privilege.
The Bogue Town Council unanimously adopted the Pamlico Sound Regional Hazard Mitigation Plan at its July 21 meeting, a five-year update council members said is required to preserve eligibility for Federal Emergency Management Agency (FEMA) assistance.
"This is something that must be done every five years... It makes us eligible to seek FEMA assistance," Mayor Robert O'Chat said as the council moved into a public hearing on the plan; Council Member John Dale moved to adopt the plan and Council Member Albert Taylor seconded. The adoption was recorded as unanimous.
Council members also approved several routine but consequential administrative items: a Certification of Municipal Declaration to enact a speed limit and request concurrence from the North Carolina Department of Transportation (NCDOT); a Fiscal Year 2024–25 budget amendment that reallocates existing budgeted funds between line items (Town Clerk Barbara Owens said the amendment moves money but does not add new funds); and a Memorandum of Understanding with Carteret County to piggyback county-contracted debris removal, processing and disposal services after natural disasters.
The certification for NCDOT concurrence was adopted unanimously on a motion by Council Member Mike Crose and seconded by Mayor Pro Tem David Padgett; the council noted that the certification does not change any existing posted speed limits. The budget amendment was approved after Clerk Owens explained that the mowing line item is aggregated and includes multiple parameters. The debris MOU passed unanimously on a motion by Crose, seconded by Allison Cannon.
The council entered a closed session at 6:40 p.m. for attorney–client privilege under SS143-318.11.3 and reconvened in open session at 6:50 p.m. The meeting ended with routine department reports — Mayor O'Chat reported total cash funds of $697,716.82 — and an announcement that the Bogue Day committee will meet Aug. 11; the council set its next meeting for Aug. 18, 2025, and adjourned at 6:55 p.m.
All votes recorded in the minutes were unanimous; no formal dissent or roll-call no votes were recorded in the meeting minutes.
