Council Member John Dale moved to approve the amount; Council Member Albert Taylor seconded and the motion passed unanimously.
Resident Arlita Taylor, who lives on Chimney Branch, asked how the base work would be followed by paving and warned that waiting too long after putting in the rock could force additional repairs. "If you spend this fifty something thousand dollars to put this base down and you wait a year or nine months, then you have just wasted thirty thousand... and if you wait a year you're going to have to spend another twenty thousand to dress it up again," she said. Mayor O'Chat and Town Clerk Barbara Owens responded that the town's immediate priority is establishing a stable base and that Simpson (the contractor named on the updated quote) could be contacted to schedule the work.
Council Member Allison Cannon explained the town's funding plan: "the base is estimated at $59,000 with the ARPA at $53,000 and Powell Bill for the rest," she said. The council recorded that the ARPA funds would be closed out by applying them to this project.
Clerk Owens noted the quote had been updated to reflect higher prices and that the mowing line item and other budget details are aggregated in the town budget. Mayor O'Chat said he would contact Simpson to arrange scheduling.
The council's decision authorizes procurement and scheduling steps; it does not record a final paving schedule or completion date. The council's motion recorded the appropriation of funds for installing the rock base and directed staff and the mayor to proceed with contracting and scheduling.
