The Town of Epping Water & Sewer Commission voted 3-0 on June 12, 2026, to award the Hoar Pond construction contract to Scherbon Consolidated for $370,100. Chairman Adam Munguia presided over the meeting at Epping Town Hall; Commissioners Mike Fecteau and Tom Dwyer joined the unanimous vote.
W&S Administrator Dennis W. Koch Jr. presented the bid results to the commission and identified Scherbon Consolidated as the low bidder at $370,100. Commissioner Mike Fecteau moved to award the project to Scherbon Consolidated; Commissioner Tom Dwyer seconded the motion, which carried 3-0.
Administrator Koch also discussed Change Order #1 submitted by Emery & Garrett, describing it as an additional $169,000 over the original contract amount. Commissioner Tom Dwyer asked that the commission delay action on the change order and requested that Jamie Emery meet with the commission before its July 7 meeting to discuss the increase; no formal motion or vote on the change order was recorded in the minutes.
A motion to adjourn was made by Commissioner Tom Dwyer, seconded by Commissioner Mike Fecteau, and carried 3-0. The meeting was recorded as adjourning at 11:30 a.m. Minutes were prepared and submitted by Dennis W. Koch Jr., Water & Sewer Administrator, and later approved by Commissioners Mike Fecteau, Tom Dwyer, and Chairman Adam Munguia.
