Stoddard ZBA approves updated application form, reviews website migration and assigns follow-ups on records and mail issues

At its April 16 meeting the Town of Stoddard Zoning Board of Adjustment approved an updated "Application To Appeal An Administrative Decision" with a larger font and reviewed several administrative and records-management items.
The board voted by unanimous consent to approve the revised application form after adding Question 3 to ask applicants to explain the basis of their argument; the minutes record that the motion was seconded by Milosh Bukovcan and carried without recorded opposition. Action items from that discussion include Chairperson Herb Healy checking with the town clerk and Gould House staff about whether hard-copy ZBA forms remain in demand and updating the Application Checklist to ensure the correct application fee is shown.
Healy reported he completed migration of Minutes, Agendas and Decisions to the town’s new CivicPlus website. He listed migration tasks: consolidating old files (Word, PDF, text), making Decisions available separately from Minutes, renaming files for consistency, organizing documents by year and month, and ensuring public access to PDFs. The board approved the ZBA homepage layout and FAQ items with minor editorial suggestions.
The board assigned several follow-ups: Milosh Bukovcan will research electronic recording devices that can record directly to a computer and explore transcription options; the Secretary will review sealed non-public minutes to identify any records that must be revisited under state law; and the Secretary will contact the Marlow postmaster about a batch of registered letters to abutters and applicants that were returned unopened to the ZBA. The minutes also note that the ZBA budget request for FY2027 was accepted by the Board of Selectmen for inclusion in the Town Report.
The meeting concluded with a motion to adjourn by Loren Patten, seconded by Milosh Bukovcan; the motion carried by unanimous consent at 10:03 p.m. The next meeting was scheduled for May 21, 2026, at 7:30 p.m. at Stoddard Town Hall.
