"The treasurer of the state shall post that rate ... with 7%, which is what we followed," the town manager said while citing Title 36 guidance on municipal interest rates.
Member Nathan asked why the rate was being set in July rather than near the start of the wastewater fiscal year; staff said the timing is inconvenient but would not change the billing approach going forward. The board did not alter implementation timing and confirmed the rate will apply to delinquent taxes and charges as specified under the cited statute.
No public speaker opposed the motion during the discussion. The board did not record any abstentions or recusals.
