River Ridge board replaces landscaper with GulfScapes, approves $15,000 irrigation change order

The River Ridge Community Development District Board on Nov. 19 approved terminating Laz's Lawn Service, Inc. for poor performance and engaged GulfScapes Landscape Maintenance Services at a contract price of $58,500. Staff said GulfScapes’ proposal exceeds the board’s $45,000 budgeted line by about $13,000; the board authorized using payments withheld from Laz's Lawn Service to offset plant-replacement costs.
Separately, Charlie Krebs, district engineer, presented ancillary irrigation repairs for the Seaside & Master Drainage Project. Krebs said Irrigation Concepts provided pricing of $4,002.50 to repair damaged wiring and about $1,300 each to raise seven to eight irrigation heads. On a motion by Kurt Blumenthal, seconded by Bob Schultz, the board approved an Irrigation Concepts change order not to exceed $15,000 to address the wiring and head adjustments (motion passed; vote recorded as unanimous).
Board members discussed budget implications and noted GulfScapes would begin immediately; the board did not provide a detailed funding source beyond using withheld funds and unassigned balances to cover the overage. Staff said the change-order cap of $15,000 is intended to cover the wiring and the seven-to-eight head raises needed to support the drainage project.
