Council committee recommends awarding 2025 water and sewer contract after low bid rescinded; capital budget amended

The Joint Committee of the Whole on May 12 recommended that the City Council award the 2025 Water and Sewer Utility Projects contract to Robert Immel Excavating after the apparent low bidder, Calnin and Goss, rescinded its bid as incorrect.
DPW Director reported that Calnin and Goss withdrew their bid and the Committee reviewed the remaining bidders before Alderperson Krull moved and Alderperson Hurkman seconded a motion to recommend awarding the contract to Robert Immel Excavating. The Committee carried the motion.
Separately, City Administrator Hutchison told the Committee that several capital projects had higher-than-estimated bids and additional projects had surfaced since the budget was approved. Alderperson VanderHeiden moved and Alderperson Schaumberg seconded a recommendation that the Common Council approve an amendment to the capital budget to address those changes; the motion carried.
The Committee also approved adding Section 78 (zoning) to the City of Seymour Municipal Court Bond Schedule on a motion by Alderperson Gerbers, seconded by Alderperson VanderHeiden.
What happens next: The Committee’s recommendations will be forwarded to the Common Council for final action. If the council approves the capital budget amendment and the contract award, staff will proceed with procurement and contract execution for the water and sewer projects.
