Sawyer Lake dam project: wetlands permit signed and state permit to be filed; Emergency Action Plan next

At the Jan. 22 Sawyer Lake Village District meeting, Commissioner Rick Milliken updated commissioners on the district's dam project, reporting that permitting is moving forward despite a recent delay caused by the district's agent's illness.
Milliken said the wetlands permit application has been signed and is ready for filing and that the required state permit — which he estimated will cost about $9,000 — will be filed in the Sawyer Lake Village District's name and, if issued, will be valid for five years. He said the next required deliverable after permit acquisition is an Emergency Action Plan to meet state requirements. Milliken noted that the district has used an agent tied to a state grant for some project work and that, once grant funds or the agent's services tied to those funds are exhausted, the district could hire other contractors to continue the project.
The project will require additional financing steps to reach completion; Milliken encouraged follow-up work on permitting and the Emergency Action Plan so the district can preserve the permit window while seeking funding.
The district recorded the permitting work under the district's name so approvals and responsibilities remain with the Sawyer Lake Village District. Rick Milliken was asked to follow up with New Hampshire Dams regarding the filings and to begin the Emergency Action Plan process once permitting is secured.
