The Gilmanton Board of Selectmen approved meeting minutes and several consent-agenda items and received departmental updates at its Feb. 18 special meeting.
Motions to approve the Feb. 2 public minutes and non-public session minutes were approved (motions moved by Vincent A. Baiocchetti and Meredith Kelley; both motions passed 2-0). The board also moved to seal three of five non-public session minutes until the matters are resolved; that motion passed 2-0. The consent agenda, which included the Middle Route proposal and a Fire Department refund, was approved and the board authorized the Town Administrator to sign a new copier lease agreement (motion passed 2-0).
Town staff announced the town’s new website has launched; staff are addressing minor issues including a misspelling of “Gilmanton” with two Ls and broken links. The old site will remain available for 60 days while staff ensure ADA compliance on fillable forms; the transfer and upgrade cost was reported as under $7,000.
Fire Chief Joe Hempel said Engine 3 is back in service following a radiator replacement under warranty. Finance Administrator Lauraine Paquin presented a revised expenditure-report format separating the Operating Budget from warrant-article costs; the board approved the format. Town Administrator Heather Carpenter said the town needs to research integrated finance software for a future budget cycle and will create a comprehensive roads spreadsheet with cost estimates following the budget process. Carpenter also said staff will explore grant opportunities for equipment and ask the Middle Route contractor to evaluate related pond projects.
Action items assigned included: notifying the public of the Middle Route Bridge construction schedule and any temporary road closures once finalized; providing the 2025 expenditure reports at the next meeting; creating a roads cost-estimate spreadsheet; and double-checking contractor details before posting project amendment information online.
The meeting adjourned at 6:26 p.m. after a 2-0 vote to adjourn (moved by Meredith Kelley, seconded by Vincent A. Baiocchetti).
