Sawyer Lake commissioners approve 2025 financial report; Budget Committee backs 2026 operating plan and warrant articles

Claudia Ferber, the district treasurer, told commissioners the district's money market balance was $231,797.06, the checking account held $4,451.09, and the capital reserve fund balance was $65,445.65 after $196.35 in December interest. She said all submitted 2025 invoices were paid and the year ended with a $27,226.66 surplus. Ferber also reported a $32,086.06 payment processed from the ARPA grant in January and that the district had obtained a debit card for its checking account so staff would not need to use personal funds for official purchases.
The motion to approve the financial report was made by Commissioner Tom LeMien and seconded by Commissioner David Ferber; the motion passed by voice vote.
Why it matters: The treasurer's report establishes available reserves and informs decisions on proposed warrant-article spending and capital projects. At the Jan. 22 meeting the Town Budget Committee told the district it recommended the proposed 2026 operating budget of $110,780 and recommended several warrant articles, including a $30,000 Dam Capital Reserve (with a $15,000 alternate) and using $10,000 from the unanticipated fund balance toward a mailbox structure.
Commissioner David Ferber said the town's Budget Committee's recommendation clears a key step toward bringing the budget and warrant articles to district voters but noted the district had to accelerate its timeline because of the town's SB-2 schedule. The commissioners said they plan to request a meeting with the Budget Committee to improve coordination in future budget cycles.
The meeting record also shows an administrative change to billing: R.J. Mici Landscaping will assess a $50 late fee on invoices unpaid after 30 days. Ferber said the district has not yet received the annual investment report from Fidelity.
Next steps: If warrant articles appear on the ballot and voters approve them, the district will move forward with the capital reserve funding and any approved mailbox work in coordination with USPS requirements. Claudia Ferber is tasked with ensuring the Dec. 18, 2025 minutes are posted to the town's new website platform as soon as the site transition allows.
