Gilmanton schedules March 2 public hearing to appropriate $24,581.79 for Middle Route Bridge project

The Gilmanton Board of Selectmen voted to post a public hearing for March 2 at 5:00 p.m. to accept and expend $24,581.79 received as a Special One-Time Bridge Payment under House Bill 2 for the Middle Route Bridge project. Town Administrator Heather Carpenter told the board a hearing is required under RSA 31:19-b to formally appropriate the funds for the project.
Carpenter reported the contractor, M.A. Bean, has resumed work after an initial delay. She said a modest increase in product costs since the original estimate will be addressed with a combination of the warrant article and the HB2 funds to be appropriated. Northpoint Engineers advised that significant ledge and a skewed crossing make a box culvert impractical, supporting the contractor’s proposed span-from-land-mass-to-land-mass design. The contractor included a $10,000 contingency to cover potential permitting costs.
Town staff described the replacement as a 100-year bridge intended to replace a culvert that failed after about 20 years. Carpenter said the project is expected to take up to one month to complete once the bridge is ordered, though a final schedule has not been set. The road agent will contact two homeowners whose driveways may be affected by the work.
The board approved the public hearing notice by motion (moved by Vice Chair Meredith Kelley, seconded by Selectman Vincent A. Baiocchetti) with a 2-0 vote. An action item directs staff to notify the public of the Middle Route Bridge construction schedule, including any temporary road closures, once that schedule is finalized.
The hearing to appropriate the HB2 funds is set for Monday, March 2 at 5:00 p.m.; the board’s formal appropriation will follow the public hearing record and vote.
