Weare subcommittee flags transportation and facilities needs, urges CIP input from police, fire and DPW

Committee members at the Feb. 19 meeting pressed for clearer planning and coordination on transportation and town facilities, urging the police, fire and public works departments to provide concise vision statements and for the town to keep capital-improvement planning active.

Chair said transportation matters because Weare is a “rural bedroom community,” noting that “64.4% of the population work outside of town” and arguing that the Planning Board and departments should develop a ten-year view of equipment, personnel and facility needs. The chair asked the police and fire chiefs to provide short (one- to two-page) vision statements about transportation and public-safety needs to inform CIP decisions.

Members also raised facility-maintenance gaps and recommended that CIP work include building maintenance and expansion in addition to equipment purchases. Chair cited an out-of-service backup generator at a municipal facility that left operations vulnerable during a power outage and asked why routine maintenance had been neglected.

Why it matters: committee members said failing to track facility upkeep and long-term departmental staffing plans can lead to surprise costs and service gaps. Several members noted that a functioning CIP and annual conversation between DPW and the Planning Board would help prioritize projects.

Next steps included asking departments for short vision statements and developing an agreed format so committee members can compile contributions into a single digital document for the master-plan update. The committee adjourned by unanimous voice vote at 08:39.
