Planner Lincoln reviews draft comprehensive plan maps; commission targets Feb. notices and March 2 hearing

Lincoln, the planning presenter, reviewed the draft Scottsville comprehensive plan and its seven map products at a special meeting of the planning commission, including the zoning map, historic-resources map, environmental-resources map, public-infrastructure and services map, pedestrian and transportation improvements map, future land-use map, and a new framework plan.
Lincoln said the maps and report will appear as individual pages in the plan and also be attached as stand-alone pages for easy printing. He noted Albemarle County and VDOT had reviewed and raised no objections to the way some maps portray county facilities and road hierarchy. He walked commissioners through suggested image substitutions, logo files for the farmer's market, and photo-permission issues (school photos, drone imagery, and community-event photos).
On procedural next steps, Lincoln read the statutory notice requirements and commissioners discussed timing. He summarized the posting rule as two notices in a newspaper (the first no more than 28 days before the hearing and the second appearing no less than five days before the hearing). After discussion the commission targeted uploading the comp-plan PDF to the town website before the first notice and recommended aiming for newspaper notices around Feb. 21 and Feb. 26 to support a March 2 planning commission public hearing. "We had to post the comprehensive plan on the website and give notice based on this," Lincoln said when reviewing the statutory posting requirements.
Commissioners agreed to reconvene for a special meeting (proposed Feb. 18) to finalize proofreading and to arrange in-person briefings with consultant contacts while Lincoln is in town. Lincoln said he will finalize image permissions, map edits, and draft the resolution and advertising language the commission will use when it formally transmits the plan to town council.
The commission's immediate procedural tasks are: upload the draft plan to the town website, confirm newspaper-ad dates that meet the no-more-than-28-days and no-less-than-5-days rules, and finalize the resolution language for council transmittal. The commission scheduled a follow-up meeting to finalize these items.
