Taos Ski Valley P&Z votes 4-0 to recommend adoption of 2024 property maintenance code with appeal-procedure exception

The Taos Ski Valley Planning & Zoning Commission voted unanimously on July 7, 2025 to recommend the Mayor and Village Council adopt the 2024 ICC International Property Maintenance Code (IPMC) with one exception and a specified appeals process.
Acting Planning Director Rick Bellis told the Commission that the Village’s current building codes cover only new construction and that the Village’s building official is expected to resign in August 2025; Bellis said that without a designated code official the Village could not enforce property-maintenance standards. To address that gap, Bellis recommended forwarding the 2024 IPMC for adoption consistent with New Mexico CID-approved building codes.
Commissioner Scott Hall moved to recommend adoption of the complete 2024 ICC International Property and Maintenance Code except Part B, 101.8, and to retain the Village’s existing appeal procedure under Ordinance 70-13 as the applicable process. Commissioner Jim Woodard seconded the motion. The motion passed 4-0.
Recorded votes in the minutes list Chair Tom Wittman and Commissioners Robert Corroon, Scott Hall and Jim Woodard as voting yes; Yvette Klinkmann and Susan Nichols were noted as not present. The Commission’s recommendation will be forwarded to the Mayor and Village Council for their consideration.
Next steps: the recommendation will be transmitted to the Mayor and Village Council for action; the Commission and staff noted the resignation timeline for the building official as a factor in timing for adoption and enforcement readiness.
