Alma approves revised $479,699.99 bid to repair North 2nd Street retaining wall; mayor reads emergency declaration

Mayor Richard Champeny read a Declaration of Emergency Aug. 21 concerning a hazardous retaining wall spanning roughly 501 to 609 N. 2nd Street after council discussion of bids and site conditions.
Utilities Chair Larry Grisen told the council the wall had been bid twice and the City was not eligible for a pre-disaster mitigation grant; he said the wall has been declared a hazard, residents were notified to park on the east side of the street, and the original GSI bid of $525,629.88 was later revised to $479,699.99. Grisen noted the revised bid excludes landscaping, steps and railings and said the contractor will explore post-construction grant opportunities.
On a motion by Gary Jepsen, seconded by Perry Iberg, the council approved the revised GSI bid by roll call vote. The council also approved a motion by David Earney, seconded by Randy Brommer, to install a new six-inch hydrant on Bluff Street at an approximate cost of $30,000. All recorded votes were unanimous by roll call.
The council directed staff to work with the contractor and continue to seek grant funding; the repairs will proceed under the emergency declaration and the council recorded no opposition in the minutes.
