Tecumseh council adopts wellhead protection plan, approves two conditional use permits and OKs $30,000 generator purchase

The Tecumseh City Council adopted a Wellhead Protection Plan, approved two conditional use permits and authorized a $30,000 generator purchase at a regular meeting on Aug. 18, 2025.
Doug Goracke summarized the Wellhead Protection Plan, saying it would create a protection and buffer zone around the city’s wells; the council opened and closed a public hearing on the plan before a unanimous vote to adopt it. Councilor Brian Britt moved to adopt the plan and Councilor Lorie Topp seconded; Councilors Lance Beethe, Brian Britt, Alicia Brommer, Travis Goracke, Tyler Speckmann and Lorie Topp voted aye.
During public hearings, applicant Mark Celesky sought a conditional use permit to rent a first-floor apartment in the city’s Historic District. City Attorney Bruce Dalluge explained the city’s ability to consider such permits on a case-by-case basis. Councilor Alicia Brommer introduced a resolution approving the special use permit and Councilor Tyler Speckmann seconded; the resolution passed on a unanimous roll-call vote.
The council also heard a request from Clifford Poessnecker to allow outdoor storage of RVs, trailers, boats, equipment and vehicles, to be enclosed by a fence, building or wall at least 6 feet high in the Light Industrial Zoning District. City Attorney Bruce Dalluge described the zoning and the parcel; Councilor Lorie Topp moved and Councilor Brian Britt seconded a resolution to approve the conditional use permit, which passed unanimously.
On a separate motion, the council approved purchase of a generator from Johnson County Hospital for $30,000. Councilor Lorie Topp moved to approve the purchase and Councilor Alicia Brommer seconded; all six listed council members voted aye.
The council approved its consent agenda, including minutes from the Aug. 4, 2025 meeting and payment of city bills, on a motion by Councilor Lorie Topp and second by Lance Beethe. The meeting adjourned at 5:16 p.m.
