Tecumseh council approves Olsson engineering agreement and SENDD contracts for downtown CDBG project

The Tecumseh City Council approved Resolution 26-1 to sign a construction engineering agreement with Olsson for the Historic Square Preservation federal-aid project and authorized two professional service agreements with SENDD to support administration and construction management for the Downtown Revitalization CDBG project (NDED Contract No. 25DTR005).
The Tecumseh City Council on Jan. 5 approved Resolution 26-1 to sign Construction Engineering Services Agreement BK2557 with Olsson for Federal-aid Project #ENH-49(46), the Tecumseh Historic Square Preservation project. The motion was moved by Lorie Topp and seconded by Travis Goracke; all six council members voted aye.
The council also authorized a Professional Service Agreement with the Southeast Nebraska Development District (SENDD) for up to $25,000 for general administration of the Downtown Revitalization CDBG project under NDED Contract No. 25DTR005. Separately, the council approved a SENDD agreement for up to $5,000 for construction management services; that agreement is contingent on issuance of a Release of Funds and Environmental Clearance from the Nebraska Department of Economic Development (NDED). Both SENDD motions passed unanimously.
City staff reported related local activity in the same meeting: Turnbull Tire has begun construction and Niocorp construction is expected to start in Feb.–Mar. 2026, and staff has completed webinars and initial planning tied to the CDBG DTR and grid grant projects. The SENDD construction management contract was explicitly conditioned on NDED clearance, and council minutes record that the administration contract is limited to $25,000.
Next steps: Olsson will proceed under the signed engineering agreement for the federal-aid project, SENDD will begin administrative preparations under the approved contract, and staff will await NDED’s environmental clearance before executing the $5,000 construction-management agreement.
