After public hearing, Valley County adopts resolution moving winter parking fees out of ordinance

Valley County commissioners adopted Resolution 2026-01 on Nov. 17 after a public hearing to update County Code 13-5-1,2,3,4 (designated winter parking areas).

Parks and Recreation Director Dave Bingaman delivered the staff report and answered commissioners' questions. After deliberation, Commissioner Katlin Caldwell moved to approve the ordinance changes and adopt Resolution 2026-01, which directs that winter parking fees for county-managed lots (listed in Attachment A of the resolution) be set by resolution rather than by ordinance. Commissioner Neal Thompson seconded the motion, and the board voted unanimously to adopt the resolution.
