Tioga commission hears FEMA mapping update, considers EDC takeover of economic development; consent items approved

At its Nov. 4 meeting the Tioga City Commission heard a Moore Engineering update on a baseball field project and potential FEMA mapping costs, discussed a Tioga Area EDC proposal to take on economic development duties (and a requested hiring moratorium), considered a community center loan payoff request, and approved the consent agenda.
The Tioga City Commission at its Nov. 4 meeting heard several administrative and planning updates and approved routine consent items.
Engineer Josh Reiner of Moore Engineering, joining by Zoom, told the commission the Baseball Field Project is awaiting floodway-related approvals and described necessary FEMA documentation. He said a Conditional Letter of Map Revision is in process and a subsequent Letter of Map Completion could cost about $8,000 each, plus additional engineering fees. Reiner also reported no concerns with the water appropriation by White Earth Dam.
Tim Sundhagen, representing the Tioga Area Economic Development Corporation (EDC), proposed that the EDC assume the city’s economic development responsibilities and hire a coordinator, arguing Tioga may not need two positions assigned to economic growth. Sundhagen requested the commission implement a hiring moratorium while the EDC pursues its staffing plan. Commission President Brett Rieniets said the city is not currently filling the position and indicated support for the EDC moving ahead with its hiring.
Bob Anderson asked the commission to consider paying off the outstanding loan for the original community center. Commission President Rieniets said he had spoken with about six individuals and warned that paying the loan would forfeit potential interest income and divert funds from other designated projects; no motion was made.
The commission approved the consent agenda, which included a Pledge Holdings exhibit for First State Bank and Trust (as of Oct. 11, 2024), October 2024 bills and Oct. 22 payroll. Jessica Sandberg moved to approve the consent items and Jaden Iverson seconded; the roll call recorded Ayes from Iverson and Sandberg. Earlier in the meeting the commission also approved the Oct. 21 public hearing and commission meeting minutes on a motion from Iverson, seconded by Sandberg; that roll call likewise recorded Ayes from Iverson and Sandberg.
With no further business the commission adjourned at 8:34 p.m.; the next regular meeting is scheduled for Nov. 18, 2024 at 7:00 p.m. at Tioga City Hall.
