Hillsborough commission to resubmit two CWSRF pre-applications and pursue stormwater planning

At its April 9 meeting, the Town of Hillsborough Water & Sewer Commission agreed to resubmit two pre-applications to the New Hampshire Department of Environmental Services (NHDES) Clean Water State Revolving Fund (CWSRF) and to pursue stormwater asset-management planning, commissioners said.
Commissioner Dave Lewis said he spoke earlier that day with Sarah Ridyard of NHDES about an upcoming CWSRF workshop covering sanitary sewer, stormwater, and related planning grants and that he would forward the agency’s application guidance to Town staff for consideration. The commission set a June 1, 2026 deadline for CWSRF pre-applications.
The commission voted by consensus to resubmit the Park & Whittemore Street project to remain on the NHDES Wastewater State Aid Grant (SAG) Fiscal Year 2027 priority list and to resubmit a previously proposed Preston Street water-looping project that has not made recent priority lists. Commissioners decided not to resubmit the Church and Myrtle Street road reconstruction project because the Selectmen cannot commit the town’s funding share at this time.
Why it matters: pre-application placement determines priority for state assistance and potential eligibility for planning or construction funding under the CWSRF and related programs. Resubmitting keeps the projects active for state consideration and helps staff and elected officials assess funding options before final application deadlines.
Next steps: Lewis will forward the NHDES application guidance to Town staff (Laura Buono and Robyn Payson) so they can evaluate attending the CWSRF workshop and complete pre-applications before the June 1 deadline. No formal grant award commitments were made at the meeting.
