Hillsborough says 26 service lines still unidentified; $94,735 remains from DWSRF loan for validation work

Penny Griffin updated the Water & Sewer Commission Nov. 13 on the town’s lead and copper service line inventory, reporting that 26 service lines remain to be identified: 22 are unknown only on the customer side and 4 are unknown on both sides and will require excavation to determine material.
Hazen & Sawyer, working with NHDES, created a randomized list of 108 services representing the 20% random visual “validation” sample the EPA requires. Water Operator Cody Boisvert plans to pothole the identified services to confirm materials and update the inventory for NHDES reporting. Griffin said letters must be sent to owners of the 26 properties with unidentified service lines by Dec. 1, and that the town’s website will be updated with the current chart showing identification status.
Griffin further reported that of the $240,000 DWSRF (Drinking Water State Revolving Fund) loan, $145,264.57 has been used for this year’s potholing work, leaving $94,735.43 available to fund validation potholing and excavation for the remaining unknown services.
Why it matters: identifying service line materials is required for compliance with state and federal lead and copper inventory rules; the remaining excavation and validation work has an identified funding source and a near‑term owner notification requirement.
