District outlines Phase 4a capital plan and warns of state reimbursement deadlines

Dr. Dexter Moore said the Phase 4a memo reflects more than 35 engagement sessions and that two immovable realities shape planning: required swing space is not available before Aug. 27, and construction must be completed by June 30, 2029 to secure full state reimbursement. "Missing those windows would put millions of dollars at risk and affect future phases," Moore said.
Board members discussed specific configuration choices (including adding a K–8 on the East Side to improve continuity), concerns about transparency and communication to affected families, and noted the importance of bringing clearer school‑specific timelines and visuals to future meetings. Chairman Jones and other buildings‑committee members said they will continue small‑group outreach and return updates to the full board.
Moore emphasized the presentation sought direction rather than final approvals; staff will return with more detailed budgets, design documents and community engagement plans as the process moves into the design phase.
