Neenah council approves Wooden Shoe Road agreement, environmental assessment and several safety items

The Neenah Common Council approved several infrastructure and public‑safety items, including an intergovernmental agreement with the Town of Neenah for Wooden Shoe Road resurfacing, authorization to hire TRC Environmental Corporation to prepare a supplemental site assessment for a DNR BRRTS activity on South Commercial Street, and authorization for police locker‑room and evidence‑room upgrades capped at $500,000.

Council considered concerns about sidewalks and whether tabling the Wooden Shoe Road agreement would create legal or practical problems; the city attorney and staff said delaying the agreement could impede timely construction and potentially introduce liability if patchwork paving were left incomplete. With those cautions, the council approved the intergovernmental cooperation agreement with funding from the public infrastructure fund balance.

On environmental matters, council authorized TRC to prepare a supplemental site assessment for DNR BRRTS activity number 02‑71‑59922 (South Commercial Street right‑of‑way) and staff said DNR deadlines require a scope of work to be submitted in the near term before physical work proceeds.

For public safety, council authorized proceeding with a recommended vendor for locker and evidence room upgrades not to exceed $500,000 from the facilities CIP budget and approved the Neenah Joint School District safety resource officer (SRO) contract for July 2026–June 30, 2029. Finance committee items reported separately included selection of USI as the city’s benefits consultant and approval of several joint arrangements with neighboring jurisdictions for emergency response reimbursements and equipment purchases.
