Louisa council creates downtown events line and agrees to consider funding for holiday wreaths

The Louisa Town Council voted to create a downtown events revenue and expenditure line so the town can accept and track funds generated by community events and the new downtown events committee.

Councilors emphasized the line will initially carry no funds until audit and budget adjustments identify available dollars; staff said the line will allow revenues from committee‑run activities to be tracked separately and, when funds become available, the town can appropriate dollars into that line.

During public comment, Maxine Butcher, president of the Louisa Chaos Club, asked for help replacing holiday wreath greenery that the club has maintained since the early 1990s. Butcher estimated the greenery portion of one wreath grouping at roughly $80 and said three groupings are needed around the green. Councilors suggested addressing any funding in the upcoming budget or by placing town funds into the new downtown events line when revenues permit. One councilor offered to include a downtown events line item in the next budget so the club's request can be reviewed during the normal budget process.

Council also approved special‑event applications for an Easter egg hunt at the Louisa Fairgrounds (anticipated ~400 participants) and a Heritage Day celebration on April 25 organized by the Louisa County Historical Society.

Council did not appropriate immediate general‑fund money for the wreaths that night; instead it directed staff to create the downtown events line and to include funding considerations in the budget process or a future budget adjustment if revenues permit.
