Phil Walls, representing the U.S. Small Business Administration, used the council's public-comment period to summarize federal disaster loan programs available to Cape Girardeau residents and businesses affected by recent storms.
Walls identified the scope of SBA disaster assistance: for businesses and nonprofits, disaster loans are available for losses not covered by insurance up to a maximum of $2,000,000; for homeowners, the maximum is $500,000 for structural damage plus up to $100,000 for personal property; and for renters, the maximum is $100,000 for personal-property losses. He said the loans are offered at below-market rates "in most cases, very low rates, as low as 2.75%."
He gave application deadlines: the deadline for physical-damage applications is Dec. 22, 2025, and the deadline for economic-injury loans intended to replace lost revenue is July 22, 2026. Walls left informational materials for the city and offered to work with staff to distribute details to residents and businesses.
