Joint Committee recommends $8,546,419 sewerage bonds and approves Clean Water Fund loan for plant upgrade

The Joint Committee of the Whole on June 9 recommended that the utility board approve a resolution authorizing the issuance and sale of up to $8,546,419 in sewerage system revenue bonds, series 2025, and reviewed a Clean Water Fund financial assistance agreement for Phase 1 of the City of Seymour wastewater treatment plant upgrade.

Alderperson Vander Heiden moved to recommend approval of the bond resolution; Alderperson Gerbers seconded and the motion carried. The committee also reviewed Clean Water Fund Program Project No. 4714-03 (City of Seymour Upgrade Wastewater Treatment Plant – Phase 1) and Vander Heiden moved that the committee recommend approval of the financial assistance agreement; Alderperson Schaumberg seconded and the motion carried.

The City Administrator briefed the committee on the status of the loan tied to the project and said the first rate increase was based on Phase 1 only. The Administrator said an additional rate increase may be needed for Phase 2 and Phase 3 when those phases occur, and committee members requested further financial details before any rate change is implemented.

The motions were recommendations to the utility board (for the bond issuance and to accept the Clean Water Fund agreement). Next steps include formal action by the utility board on the bond resolution and finalization of the Phase 1 agreement; the committee did not record a roll-call tally in the minutes beyond the motion outcomes.
