Motion to reopen Waterville Valley budget fails as voters keep amended $7M plan intact

Moderator Patty opened night two of the Waterville Valley town meeting and accepted a motion from Margaret Turner Riverbrough to reconsider Article 12, the operating budget. Turner Riverbrough told voters she wanted the select board to explain the impact of removing $514,000 from the operating budget and to hear public feedback on services such as mail, trash, 24/7 public safety and employee wages and retention incentives.

Several residents questioned whether the select board could operate within the amended budget and pointed to the margin by which the amended budget was approved the prior night. A select-board representative, addressed as Rich, said staff were working toward a budget that would come in at $7,000,000 or under. The moderator clarified the difference between restricting reconsideration and a successful reconsideration motion: restricting reconsideration prevents reopening the article at this meeting; a successful reconsideration would require scheduling a subsequent meeting at least seven days later.

After limited discussion focused on the procedural motion to reconsider rather than a line‑by‑line budget debate, the moderator called the question and supervisors counted cards. The moderator announced that the noes prevailed and that the motion to reconsider Article 12 failed. The meeting then moved on to other warrant articles.

The immediate procedural outcome leaves the amended budget as ratified the previous night. If future voters seek to reopen the article, they would have to follow the rules for scheduling a reconsideration meeting and meet any legal thresholds for passage at that later session.
