Council places grants, staffing change and infrastructure items on July 21 consent agenda

Finance Director Thomas Avant described budget amendment P1-01 to appropriate two small grants into the General Fund: a $5,000 Duke Energy Foundation storm preparedness grant to buy NOAA weather alert radios and emergency preparedness kits for vulnerable households, and a $2,000 Lowe's Hometown Grant to purchase tools for a community tool rental trailer.
Deputy City Manager Eddie Bowling asked the council to move hiring of a Network Administrator in the MIS Department from January 2026 to July 2025 so the new hire can participate in rebuilding the network; Bowling said the change would not require additional funding and the PC Support Specialist hire would be deferred until after January 2026.
Morgan Huffman reported on the June 12 bid opening for a waterline replacement project (about 8,500 linear feet across several locations). The lowest bid from GE Construction was judged unrealistically low and unresponsive; Huffman recommended tentatively awarding the contract to North State Water & Sewer Inc., with an estimated 180‑day construction timeline.
Emergency Director Sam Olshinski presented a revised Davidson‑Randolph Regional Hazard Mitigation Plan required to receive FEMA public assistance; he reviewed previous plan accomplishments and recent flooding updates and said the plan is a condition of future FEMA support.
All items were placed on the July 21 consent agenda for formal consideration; the briefing did not include final votes on these items.
