Staff said ADUs would still have to conform to the primary parcel standards and that a conditional‑use review gives the planning commission authority to set specific design and site conditions, including exterior appearance and walkways. Committee members raised enforcement concerns: "Our Achilles' heel is always enforcement," one member said, urging clear penalties and reporting requirements for poorly maintained detention ponds and similar infrastructure.
The committee agreed to schedule a short follow-up session to finalize language on design consistency and detention-pond maintenance before recommending the item to council.
Next steps: staff will restore the exterior‑appearance language that had inadvertently been removed, add detention‑pond maintenance guidance, and present the revised ADU text at the follow-up meeting scheduled for late July.
