Council stresses need for signed contract, insurance before Lakeland ties into CNI network at municipal lab

Council members discussed a planned transition of the CNI fiber network and Lakeland’s work to bring fiber into the municipal lab. "They're gonna take over the CNI network... But currently, I'm assuming they need a contract," Speaker 7 said, adding that earlier funding of roughly $47,000 was part of prior arrangements and that the loss of that funding could change the deal's terms. Multiple council members said they would not let contractors proceed without a finalized contract for liability and scope clarification.
Council members agreed to follow up: staff and at least two council members will speak with Kevin to finalize annotations to the draft contract and then circulate the amended version. Speaker 4 raised the point that municipal buildings that host Lakeland equipment should not be left paying ongoing power costs and suggested City Hall remain on the city’s account rather than subsidizing a for-profit provider.
No contract text was presented at the meeting and no formal vote was taken; council directed staff to finalize contract language and return with the document for approval. The council also discussed making sure a service contract includes liability insurance and clarifies use of the city’s generator and power for Lakeland’s equipment.
