County planner outlines map updates; council adopts two ordinances amending All in Allen comprehensive plan for Woodburn

Bobby Way of the Allen County Department of Planning Services told the Woodburn council on Monday that the county is proposing map-only updates to the All in Allen comprehensive plan to reflect recent rezonings, annexations and new subdivisions.

"The plan is intended to guide community growth and development for the next 10 to 20 years," Way said, and the proposed updates focus on two maps in the land-use chapter: the future growth and development map and the generalized future land-use map. Way said the changes are meant to keep the plan current and to account specifically for the new Maumee Meadows subdivision north of town.

Way told the council the specific revisions would change the mapped area just west of State Road 101 from the 2023 designation of "targeted growth in urban infill" to "complete urban infill" on the future-growth map and from "future complete neighborhood" to "suburban neighborhood" on the generalized future land-use map. He said the proposed updates were recommended by the Allen County Planning Commission and were informed by approved rezonings, plan-commission-approved subdivisions and technical corrections since the 2023 adoption.

Council members agreed to read the ordinances by title only. The council then accepted the reading of ordinance 26-1439, described in the meeting as "an ordinance to approve an amendment to the All in Allen comprehensive plan for Woodburn, Indiana," and moved to adopt it; a subsequent motion to adopt passed by raised hands. The council repeated the procedure for ordinance 26-1440, also described as an amendment to the All in Allen plan, and again adopted it by unanimous voice.

Way said the proposed effective date for the map changes is April 8, 2026, and offered to provide the full plan on the Allen County Department of Planning Services website or email a copy to council members. Council members discussed logistics for obtaining a signed copy, noting the clerk-treasurer was absent and planning to scan and circulate signed documents.

Why this matters: The adopted map changes modify where future development is prioritized and the generalized land-use character for the Maumee Meadows area, a change that can affect allowable development types, infrastructure planning and future rezoning requests. The council and county staff said the changes are map-only and do not alter the plan's text or its stated goals and policies.

The council did not record a roll-call tally in the transcript; the chair stated that all present voted in favor. The county planner said he will provide the full plan materials to council members and posted copies on the department website if not already available. The meeting scheduled no further public hearings on these particular map updates at the time the ordinance adoptions were recorded.
