Jackson Select Board creates police donation trust, moves funds and authorizes short-term borrowing

Jackson, N.H. — At its June 24, 2025 meeting the Town of Jackson Select Board approved a series of financial and administrative motions, including creation of a Police Department Donation Trust, transfers into a police equipment expendable trust, and a motion to pursue short-term borrowing.
The board voted to establish a Police Department Donation Trust to hold private donations designated for the police department and to deposit 2025 donations into that account. Barbara Campbell, chair of the Town of Jackson Select Board, moved to create the trust and Frank DiFruscio seconded; the motion was approved. Addendum C to the minutes states the fund "was created for the purpose of receiving private donations made to the Jackson Police Department" and designates the Jackson Police Chief as the agent to expend from the fund.
The board also authorized transferring $18,000 into the Police Department Equipment Expendable Trust Fund per a warrant article and approved a set of withdrawal requests from several trust funds that were detailed in Addendum E. Barbara Campbell made the motions and Frank DiFruscio seconded; the actions were approved.
On cash-flow planning, Campbell moved that Town Administrator Julie Hoyt pursue acquisition of a temporary note (TAN) through Bank of New Hampshire of up to $1,000,000 to bridge reimbursement timing for the Valley Crossbridge Road project. Hoyt was directed to investigate the TAN; the board approved the motion.
Other routine approvals included accepting a $250 donation to the police department from Paul and Susan Dugdale, approving a raffle permit for MaineHealth/Memorial Hospital’s fundraiser, and appointing Stan Kaubris to serve as an interim Jackson Public Library trustee following the resignation of Darlene Ference.
The board recorded the motions and supporting documentation as addenda to the minutes and asked the Town Administrator and relevant department heads to follow up on implementation and trust-fund disbursement procedures.
