Council hears ARPA spending report, sewer project details and plan for submarine power cable replacement

Town staff provided a combined update on federal ARPA funds, a planned sewer collection and treatment project and a submarine power cable replacement.
Mr. Talbert said the town received roughly $2.9 million in ARPA funds and has encumbered essentially all of that allocation; the transcript contained both figures $2,900,000 and $2,980,000 in nearby statements. He said the primary sewer construction cost is estimated at about $2,248,000 with nearly $300,000 in design expenses. Talbert noted that the town has already committed significant ARPA dollars to the sewage project and other qualifying projects and will report encumbrances in the required April report.
Talbert said the initial sewer collection offering will be limited to businesses along the planned route (Mattox/Main Street to the museum), with an initial collection capacity of about 37,000 gallons per day; HRSD’s Sunset Bay plant upgrades are planned in phases with near-term plant capacity cited at about 130,000 gpd and a maximum permitted discharge of 350,000 gpd under full build-out pending permits.
On power infrastructure, he said Old Dominion Electric Cooperative surveyed downtown and the channel to plan replacement of a submarine cable feeding the substation; ODEC expects to present plans to the State Corporation Commission and, if approved, the new cable could be in place by 2029.
Council members asked clarifying questions about accounting for ARPA reimbursements and how encumbered funds are tracked; Mr. Talbert said ARPA funds sit in an interest-bearing reserve account and the town is able to reimburse prior town expenditures with eligible ARPA funds as allowed by guidance, but directed ongoing reporting will determine exact budget placements.
