At its Feb. 23, 2026 meeting the Village of Hebron council approved several administrative and financial motions, including directing the village solicitor to draft legislation for an appropriation amendment to support planned renovations to the library side of the building, authorizing drafting of clerk job/compensation legislation and acknowledging the January 2026 bank reconciliation.
Appropriation amendment: A public works committee representative presented a recommendation to fund renovations split between economic/community development office improvements and a historical society portion. Committee members described preliminary drawings and said formal engineering plans would follow. Council directed the solicitor to draft the appropriation amendment legislation so council can consider funding; the motion passed 6-0. Committee speakers described the overall recommended funding as on the order of one hundred thousand dollars, and the transcript also included an inconsistent larger figure; the council did not adopt final construction plans at the meeting and noted that engineering and detailed plans will be required before construction.
Personnel: Council authorized the solicitor to draft legislation to modify the job description/compensation for the clerk of council position (matter originated in the personnel committee). That motion was moved and seconded and passed on roll call, 6-0.
Finance: Council acknowledged receipt and review of the January 2026 bank reconciliation (motion moved by Council member Giovanelli, seconded by Council member Marietta) and approved it on roll call, 6-0.
Other operational notes from the administrator included invitations for council members to visit the recycling facility, the start of industrial pretreatment inspections (four inspections in March, another four in April, and four in May), and a recommendation to add reflective tape to stop signs at Sunset Drive and Chestnut to improve safety. The meeting closed after brief council reports and the mayor's remarks about a child care forum and the Trailblazers Community Improvement Corporation kickoff.
