Madeira Beach commission adopts election charter amendment on first reading, pauses city mobility fee and renews planning agreement

The Madeira Beach Board of Commissioners on July 8 approved several policy items including a first reading of a charter amendment to move municipal elections to November, a temporary moratorium on the city's mobility fee and a four-year renewal of the city's interlocal agreement with Forward Pinellas for planning and mapping services.
City staff and the city attorney presented Ordinance 2026-07, which, if adopted on second reading, will place proposed charter amendments on the November ballot to move municipal elections from March to November, change candidate qualifying periods from December to the first two weeks of June, and provide transitional extensions for certain seats. Staff told commissioners that seats due to expire in March will be extended to November 2027 or 2028 as specified in the ordinance, and that the change is intended to align municipal elections with the state general election and possibly increase turnout and save costs. The commission approved first reading 4 to 0.
On unfinished business the commission adopted a temporary moratorium on collection of the city's mobility fee (Chapter 92 proportionate-share development fee) through July 31, 2027. Staff said the city will continue to enforce Pinellas County's mobility fee and that the moratorium is consistent with the county agreement. The resolution passed unanimously.
In new business the commission approved a four-year renewal of the Forward Pinellas interlocal agreement allowing the agency to continue maintaining the city's zoning and future land use maps and to provide planning and mapping services for special projects. That motion also passed 4 to 0.
Other consent and procedural items approved without opposition included renewal of city attorney contract services and a piggyback agreement for Grama Works with Lake County. The clerk recorded roll-call votes for each approved item.
