Fulton County commissioners approve IT lease and contracts, dispatch clock replacements and two-year hazmat agreement

Fulton County commissioners on Dec. 23 approved a package of administrative and procurement actions that county officials said will support IT operations and emergency services.
Commissioner Randy H. Bunch called the meeting to order at the Commissioners' Office in McConnellsburg. Commissioners approved the Dec. 16, 2025 meeting minutes and retirement board minutes and authorized payroll dated Dec. 26, 2025 for $145,032.44. Chief Clerk Stacey M. Shives presented fund totals (TOTAL ALL FUNDS $111,824.17) that were entered into the record.
The most substantive items centered on information-technology services and emergency communications. Rick Grissinger and Nelson Witmer, representing Elect IT Solutions (Witmer attended by Zoom), discussed office space and support needs. Commissioners approved a five-year lease for office space at 101 Lincoln Way West, McConnellsburg, at $250 per month with no scheduled increase, to take effect when the space becomes available. The board also approved SOW # ETM12042025-001 for IT staffing and support services with Elect IT Solutions.
Commissioner Bunch approved the purchase of a View Station for the Treasurer's Office, a quote from Amazon in the amount of $784.22 submitted by Elect IT Solutions. The board also approved CCAP PComp Contribution first installment Invoice No. INVO62458 for $5,575.00.
EMA/911 Director Brian Barton told commissioners the dispatch clocks at the dispatch center are more than 20 years old and "are in dire need of replacement," and that the county's "Pre Alert" system has been communicated to local fire departments. Commissioner Bunch moved to accept a ComPros quote to supply and install two dispatch clocks for $4,940.00; that motion passed. Commissioners also approved the 2026 Mission Critical Partners Regional Support Contract for professional services, which the meeting record notes is fully grant funded.
On hazardous-materials response, the board approved a two-year agreement with McCUTCHEON Enterprises, Inc. for Hazmat Team services with payments specified as $2,500 for fiscal year 2026 and $7,500 for fiscal year 2027.
The commissioners revised the human resources manual, Section 213 "Travel," to require employees seeking to use a personal vehicle for county business to request advance approval from the commissioners and explain the reason. The meeting record indicates each motion noted above was approved by the commissioners present; Commissioner Steven L. Wible was absent.
The meeting adjourned at 11:21 a.m.
