Board combines E911 and Emergency Services, appoints director; approves tribal access agreement and budget measures

At its June 26 meeting the Mackinac County Board of Commissioners voted unanimously to combine the county's E911 Coordinator and Emergency Services offices into a single office and appointed current E911 Coordinator Bryce Tracy as director of the merged office.
The board approved the reorganization resolution on a roll-call vote (YES: Kimberling, Kling, Patrick, Schroeder, St. Louis-Scott) and then, by the same recorded unanimous vote, appointed Bryce Tracy as E911/Emergency Services Director. The minutes say a deputy director position will be hired as part of the reorganization.
In Old Business the board approved a Memorandum of Agreement presented by a representative of the Sault Ste. Marie Tribe of Chippewa Indians that authorizes the tribe to access county property for the purpose of building housing; the chair was authorized to sign the agreement on the board's unanimous vote.
City Manager Scott Marshall presented a survey on transfer station usage that estimated a one-day-per-week service would cost the City $19,000 annually; the minutes state Moran and St. Ignace have agreed to contribute toward the cost and Commissioner Kling will consult corporate counsel about whether the county can legally contribute.
The board also approved a new Veterans Office Administrative Assistant job description and approved regular bills totaling $280,961.36 and additional bills totaling $200,880.40. Four budget amendments (#2025-17 through #2025-20) were approved by unanimous roll call; the amendments and bills are attached to the meeting minutes.
Contractor Mark Mullins of Mark & Sons Plumbing addressed the board about a previously submitted bid and complained that he "never received any calls from the board with questions regarding the bid," telling the board, "don't call him for bids if they are not even going to be considered." The minutes do not record follow-up action on procurement process concerns.
